The implementation of REACH has quickly shown that the objectives are not easy to achieve because of the high complexity of the processes involved. Manifold technical and scientific conditions and regulatory aspects form a complex network of dependencies. Typical keywords are: risk, risk mitigation measures, replacement products, feasibility, prohibitions, restrictions and authorization under REACH. To find appropriate regulatory measures for a particular case which lead to the desired goal succeeds only if the competent authorities and the relevant industries develop a common understanding of the complex scientific and regulatory issues as a basis for action.
This has become increasingly apparent during the work in groups on different REACH projects.
